William R. Balaban is the managing shareholder of the firm's Harrisburg, Pennsylvania office.

His practice concentrates on insurance law, representing major life and casualty insurance companies, as well as fraternal benefit societies, mutual insurance companies and insurance associations before the Pennsylvania Insurance Department, and state and federal courts. He also represents insurers and agencies in business transactions, regulatory issues, enforcement matters and practices actively in insurance company formation, licensing, reinsurance and product development. Mr. Balaban is highly experienced in the admission, acquisition, sale, conversion, merger and liquidation of insurance companies. His practice also involves insurance-related litigation, agent/insurer litigation, insurance coverage disputes, claims defense, and commercial disputes. Mr. Balaban also represents various out-of-state Insurance Departments regarding insurance company rehabilitations and liquidations matters affected by Pennsylvania insurance law issues. He successfully persuaded the Pennsylvania Insurance Department into granting its first waiver under Section 1033 of the Violent Crime Control and Law Enforcement Act of 1994 (18 U.S.C. §1033 ).

He also has extensive experience with the Sewage Facilities Act, Solid Waste Management Act, Public Works Contractor's Bond Law, Public Contract/Withdrawal of Bids Law, Municipality Authorities Act of 1945, The Public Official and Employees Ethics Law, Sunshine Law, Local Government Unit Debt Act and Commonwealth Documents Law. As Solicitor to The Harrisburg Authority and is the Solicitor for the Harrisburg Downtown Improvement District, a general purpose authority created to make business improvements and providing administrative services, he has significant experience in creative public finance issues.

Mr. Balaban is a member of the National Fraternal Congress of America (NFCA) Law Committee and is Legislative Chairman of the Pennsylvania Fraternal Congress (PFC). He is also a charter member of the Federation of Regulatory Counsel ( FORC ) and is National Co-Chair of University of North Carolina Parents' Council.

After receiving his B.S. from the University of North Carolina , Chapel Hill , NC , in 1971, where he played varsity football, he earned his J.D. from Duquesne University School of Law, in 1974. A member of the Dauphin County Bar Association, Pennsylvania Bar Association and the American Bar Association, he has served as counsel to the Pennsylvania Senate Public Health and Welfare Committee, as a Deputy City Solicitor for the City of Harrisburg, as Solicitor for The Harrisburg Authority and is the Solicitor for the Harrisburg Downtown Improvement District, a general purpose authority in the Commonwealth of Pennsylvania. He is admitted to practice before the Supreme Court of Pennsylvania, the United States District Courts for the Eastern, Middle, and Western Districts of Pennsylvania , the United States Court of Appeals for the Third Circuit, and the United States Supreme Court.
