James C. Crumlish, III, a senior shareholder, has over thirty-five years of public service, administrative, trial and appellate advocacy experience. He also has substantial expertise in legal issues relating to investigative, executive, legislative, governmental relations and navigating the complex overlay of federal, local and state regulatory agencies. He maintains a Martindale Hubbell’s rating of AV Preeminent, reflecting his achieving the highest possible rating for his legal ability and ethical standards in the opinion of the Bar and judiciary. Jim has been selected numerous times as a Pennsylvania Super Lawyer as voted by lawyers and judges throughout Pennsylvania.

As a former Special Assistant City Solicitor, Mr. Crumlish served as counsel to elected and senior executives and the City of Philadelphia’s uniformed services, including the Police and Fire Departments. His responsibilities included catastrophic emergency and disaster first response and comprehensive field counseling for the City of Philadelphia involving high risk conflict natural and man-made disasters, criminal investigations and response to civil disobedience; major municipal counseling and liability issues, civil rights, constitutional torts, public policy and legislative issues and liability of public officials. He served as the Solicitor, Commissioner and then as the Chairman of the City Commission of Philadelphia and oversaw its multi-million dollar annual municipal budget, personnel, chief executive management issues.

Mr. Crumlish has served as counsel in major joint governmental, agency and municipal investigations. He has also served as General Counsel of the Philadelphia Parking Authority, one of the largest municipal authorities in the United States. He served as Chief Counsel to the Philadelphia Citizens Home Rule Charter Commission where he oversaw, counseled and litigated significant administrative agency law matters including insurance, competitive bidding, land use, employment, construction matters, complex litigation and civil rights claims.  He has significant experience in public bidding, administrative agency practice, construction litigation and representing property owner’s in related litigation and civil rights claims. He has significant experience and expertise in labor relations and in state and federal election law and litigation.

Mr. Crumlish also has extensive experience litigating complex insurance issues, regulatory oversight and coverage, re-insurance and corporate counseling issues. He has served as trial counsel in numerous intellectual property and employment matters, including the prosecution and defense of injunctions and matters relating to the protection of highly confidential and proprietary business information, data theft and non-compete protections and defense. He has represented national healthcare organizations in major litigation matters, including ERISA and antitrust issues, as well as numerous complex litigations relating to healthcare contracting, coverage and liability. He also has extensive experience in national and state litigations relating to healthcare provider coding, payment and reimbursement disputes and fraud as well as the sale and distribution of pharmaceuticals. He is also mediated and arbitrated numerous complex disputes, including major payor/provider disputes before the American Arbitration Association, private ADR and the American Health Lawyers Association.  Mr. Crumlish served as lead counsel in the Multidistrict Class Actions relating to healthcare and managed care litigations.  He also serves as lead Special Investigation counsel in confidential investigative and fraud matters and as counsel in qui tam actions.

Mr. Crumlish has served on numerous professional and civic associations and boards and has been an active volunteer youth coach. He has served on various Bar Association Committees and has lectured in various continuing legal education subjects. He has also assisted many pro bono efforts on behalf of civic and community groups. He has been a Commissioner and the Parliamentarian of the Philadelphia Civilian Police Advisory Commission and Chair of the Governance Committee, Trustee of the Northern Home for Children and is a Director of the presigious James A. Finnegan Foundation. He serves as Trustee of his high school alma matter, Roman Catholic High School of Philadelphia. He also has been appointed as a Colonel ADC, Governor’s Staff, in the State of Tensesee. Jim is a graduate and was the valedictorian of his class of the Philadelphia Civilian Police Academy. He has served for many years as a Judge Pro Temp of the Court of Common Pleas, Commerce Division and is a Certified Arbitrator, Settlement Master and mediator focusing on complex and high value commercial litigation. Mr. Crumlish has served as a Mission Liaison to the Organization for Security and Co-operation in Europe’s (OSCE) mission on election observation.  Mr. Crumlish serves as a Senior Hearing Officer of the Disciplinary Board of the Supreme Court of Pennsylvania.  He is a member of the American, Federal, Pennsylvania, Montgomery and Philadelphia Bar Associations.  Also he is a member of the Brehon Law Society and the Society of Professional Journalism.

Mr. Crumlish attended St. Thomas College in Minnesota and graduated from St. Joseph’s College in Philadelphia and Widener University School of Law in Delaware. He is a member of the Bar of the Supreme Court of the United States of America and the Supreme Court of Pennsylvania, the United States Court of Appeals for the Third Circuit and Tenth Circuit, as well as the United States District Court for the Eastern and Middle Districts of Pennsylvania.  He is also admitted in the United States District Court for Colorado and Middle District of Tennessee and has appeared pro hac vice in numerous litgations and jurisdictions.
